It’s too expensive to go full semi-auto these days.
How far was the target? Supposedly the general shouldered the rifle and had a good cheek weld before he went "full semi auto". Whats the sight radius on an M4? 12 inches?
Based on the signage, between 25 and 50 yards. His muzzle was dancing all over the place. He didn't have control over a very controllable gun.

Forgive me, but in your eyes, what does one (your comment) have to do with the other (the video)?
Neither individual is properly shouldering the rifle.
To be generous: maybe they did it for some space saving reason so the camera could get a better angle or something.
Still missing what this has to do with China?
The people getting to staff officer level and higher can't perform basic military tasks.
They aren't expected to carry a rifle and use it in combat, but they get basic familiarity with it. If the foreman of a worksite couldn't swing a hammer, you'd question his ability to oversee the skilled trades he supervises. He doesn't need to be a skilled carpenter, but his knowlege should have a floor.
I'm pretty sure if you handed Mattis a rifle, the impulse of a bolt carrier going forward wouldn't violently jerk the rifle forward. These youtube larpers using the same caliber can mantain a good shoulder/ cheek weld:

I see. Thanks. Maybe being world police has caused promotions and training to happen too quickly?
I'm sure the conflict with China will go just fine.

It’s an issue across the federal government. The combo of the smaller Gen X cohort and that the baby boomers should have all retired by now but chose not to is causing a major skills gap in leadership.

I think it's an issue in every industry. It's not exclusive to this line of work. I think there's a lot to be said for institutional knowledge and (from what I've seen) a strong interest in doing things quickly rather than effectively.

Maybe not related to this particularly, but there are plenty of examples in software dev (esp open source stuff) where the expectation of years of experience for an entry level with x language or tool significantly exceeds the age of the language or tool.
On the job training was never really a thing, the expectation was that your previous job got you ready for the new one you are looking for.
That said, general that seems like shooting an AR is too much for him looks more Boomery than X-y.

Local PD keeps on showing photos of seized guns and the vast majority are Polymer 80 handguns and AR pistols. 80% frames and AR pistols are both effectively banned in my jurisdiction.
I don't know if that revealed preference is because the owners were prohibited possessors before their most recent run with the cops, or its just easier to source these or both.
