I agree she is more deserving, by a long shot. A lot of times there are conflicts, like an agent represents multiple potential nominees, or there are internal battles over salaries for future seasons and whatnot. I think it’s all highly political, and even the most eagle-eyed fan with a subscription to Variety gets like 10% of the picture.

The CAA book and the Bonfire book Jorge recommended both do a great job of laying all this stuff out in gory detail.

It wasn't until I watched a behind-the-scenes interview with her that I really appreciated how great she is on the show. I mean, clearly, she does a wonderful job. But I just figured she was playing a version of herself, that the part wasn't much of a stretch. But that couldn't be further from the truth. Her regular speaking voice is even totally different. The physical and vocal work she put alone is worthy of a nomination.
