I can see USA-based bands playing shows within the USA by next year but I'm fairly sceptical about how soon we'll be seeing international tours in Europe, Australia, etc.

After a bit of thought on this, if Australia and NZ open up a fair bit to the point where gigs and sports are possible there's a chance that touring bands may opt for a 2 week quarantine in Australia before a Oceanic tour. We might even get more smaller shows than usual.
Imagine a PJ tour like 2003 with 10 shows at 10k-15k venues from February 8th to February 23rd. Then give the international fans the opportunity to live stream those shows at $10 a show. With PJs fanbase they'd easily get 50k streams leading to an extra 5mil from those ten shows, on top of the actual tour.
They'd make a killing for what is a 4 week tour (including the quarantine period).

I've been saying the 10c should do this for years. It'd make a digital membership worth it. Offer access to streamed shows with good audio. Also release vault video releases.

To be honest, I cannot see Pearl Jam announcing anything before they are absolutely sure it's safe & workable for everyone.
2 weeks quarantaine like the Aussie idea still involves flying & a huge logistical effort from a lot of people. Do you pay your entire staff to do nothing for 2 weeks? Not sure. Seeing as how early they were to cancel, my idea is they'll probably be the last to reschedule. I'm a bit afraid that means till there's a vaccination.

This isn't a 'miracle' scenario. A couple different companies have hit big milestones in the last couple weeks. Fauci said in his interview with Zuck that vaccines being completed in Q4 2020 and distributed in Q1 2021 is a time table that he is cautiously optimistic about. To me, that says back to normal by Q2 2021 is on the table.
