At the end of the day they're going to do what they're going to do. No messaging opportunity will be so great that it provides a real public opinion saving grace, nor reasonable legal cover. Those won't be the things that decide whether or not it happens.
I think it's significant that Trump's lawyers tried to point at this directly at Congress. Their response was literally a letter asking THEM to address it, not any legal action if their own.
They are temperature testing the amount of loyalty there, because THAT'S what will decide if they act.

One thing it points out that I didn't realize is that, while they are repealing Dodd-Frank's regulatory powers over lenders, they are keeping the notorious "permanent bailout fund" it created.
