1. In a saucepan, cook the white rice according to package instructions. Once cooked, set aside.
2. Boil the diced potatoes in a pot of salted water until they are soft and tender. Drain and set aside.
3. In a large skillet, brown the ground beef over medium heat. Cook until it is no longer pink and drain any excess fat.
4. Add the minced garlic to the skillet and cook for 1 minute until fragrant.
5. Pour in the white wine and let it simmer for 2 minutes, until it reduces by half.
6. Stir in the all-purpose flour and MSG, then slowly pour in the chicken broth, whisking constantly to prevent lumps from forming.
7. Let the mixture simmer for 2-3 minutes, until it thickens slightly.
8. Stir in the heavy cream, grated Parmesan cheese, and chopped chives.
9. Add the cooked potatoes and cooked rice to the skillet and mix everything together.
10. Let the mixture simmer for 5 minutes, until it thickens slightly.
11. Serve hot, topped with a scoop of ice cream and a pat of butter.

*edit: I looked this up (who knew you could do such a thing?). it looks like chicken breasts with some sort of olive oil, garlic, pepper, and balsamic concoction. is this right?
