It certainly feels like Ollie and Barry's kids set up Elsewords somehow but as far as I've noticed nothing has explicitly shown that.

bada, just my theory

they show barrys son much older tracking going back to Lian Yu using a hint from felicity. there he encounters a hooded figure with a bow and arrow and its roy. they find his fathers original hood and bow and arrow and make there way back to star city where they get to an old palmer industries building where they encounter one of the canarys in a brutal backdrop of the city. they explain how vigilantes have been outlawed

during this whole side part of the story there is a new arrow taking over in the city now that ollie is in prison

since the son is aged and they are talking about outlawed viglianties in an apocalyptic world

I think the new Arrow is from the future. Either Ollie's kid or Roy. Most likely Ollie's kid based on the build.
