2. who went underwater to secure those chains to the dragon? the wights can't cross 6 feet of water to fight the Avengers, but they can go underwater to lasso a giant dragon?

They can go underwater. The Night king made them wait cos he can see the future and knew Danyerys was coming with her dragons and knew he'd catch a dragon.

Don't get what's so hard to understand about that.
