Obviously it has bigger numbers than a bunch of minor movies (even some of the best of the year), but the expectations are also a lot higher. Think passing Indiana Jones is going to be difficult. The Flash is probably a fair target, and it should easily pass $200 mill worldwide.

It also opens below some other DC Extended Universe titles with which it was expected to perform comparably, or even exceed:
-41% below 2017’s Justice League, which also featured the Flash character ($93.8M) -18% below 2018’s Aquaman ($67.8M) -17% below 2022’s Black Adam ($67.0M) At least it opened +2% above 2019’s Shazam! ($53.5M).
The Flash opened to $75.0M overseas and $139.0M globally.“
That doesn't include marketing and the caveat that a budget is the money they plan to spend at the start of the process. The actual spend usually comes out years down the line.

Wonka and Aquaman the final big 2023 movies still in the cinema. Not sure they will progress much more on the list though, but Aquaman will definitely pass $400 mill worldwide.
