Reshoots are fairly common, but it's a matter of degree. The reshoots of something like The Marvels or Solo are not part of normal filmmaking at all, and this sounds like it might be the same thing.
I'm not even against reshoots. Whatever it takes to make a movie good is good to me. But it sounds like Disney is designing by committee and failing to fix the underlying problems that are causing their budgets to explode without any rise in quality.

I didn't realize that it wasn't common knowledge that completely reshooting multiple major scenes in a movie was not at all a normal part of the process. But I assure you, it is not normal, though Disney had been making a bad habit of making it more common lately.

One thing that is very different is that, for the longest time, Marvel didn't do reshoots "after negative results in test screenings." In fact, up until very recently (The Marvels, I think), they didn't do test screenings at all. So there is a shift in their approach, but I'm unsure just what is motivating it.
