My theory of how that happened is that Michael Douglass originally wasn't supposed to be in on it. It was just Hope and Cassie, and Hope knew her mom didn't like talking about Quantum Realm so she never mentioned it to her.
In fact, I don't think Michael Douglass was originally going to be in this movie at all. I suspect he turned down the role so they didn't write him into the script. But then he just showrd up on set so they put him in.
You mentioned that it seems like he was just being fed lines from off screen. Totally true. But they were also all terrible lines and unfunny jokes. "I like ants" over and over again. I think they were written on the spot.
Even his wardrobe is odd. The first half of the movie he's wearing a boxy, too-large flannel. I think he just showed up on set, they didn't have any wardrobe prepared for him, so they just left him in his street clothes for a while.
He seemed completely detached from everything.
There are these cartoon specials where Tom and Jerry are inserted into these famous stories, like Tom and Jerry and the Wizard of Oz, or Tom and Jerry and Willy Wonka and the Chocolate Factory. These are the famous stories adapted to animated form, with Tom and Jerry kind of inserted in but having no effect on the plot, just kind of running around within the story reacting to it but affecting nothing
That's what Michael Douglas looked and sounded like in this. Like he was haphazardly copy-pasted in.

Endgame was a good time for me to exit the Marvel ride (and I'm glad they actually tied up the story - they could have stuck some bullshit cliffhanger at the end.) I have no interest in whatever grand story they're trying to tell now, or any of the new characters or b-teamers.
I hung around for awhile to see a few flicks starring the main avengers characters, but it hasn't been worth the time. I watched The Spider-Man movie for the nostalgia, and was interested in Dr. Strange 2 because of Raimi, but I don't feel any interest in going further, especially after the disastrous Thor 4.
I know I'm in the minority but I don't care for the Guardians movies at all either, so that one won't bring me back.

It was average. Sfx was good. The “family” storyline was so-so. Majors as king was amazing. I loved his calmness through then just losing his shit then right back to calmness. I don’t like the solve for everything is to grow big for lang. it’s ant-man. Not giant-man.
I liked the 1st mid scene scene and how it sets up a lot for future movies and the second one is always good to see Loki

Ultimately, these movies have just become interstitials designed to keep a larger plot moving forward
I'm not even sure this is true. How did this "move the larger plot forward?" By the end of the adventure the status quo is essentially restored, aside from the vaguely defined threat of more Kang (which we already had anyway after Loki)
I’ll rephrase: this movie exists to continue setting up Kang and the eventual Kang Dynasty Avengers movie. I wouldn’t say status quo is restored, as the “chaotic evil” Kangs are free to conquer all the timelines now that Loki Kang and Quantumania Kang are out of the picture (as they were each, apparently, holding back that tide of Kangs).
Do I care about any of what I just outlined? Not really. Therein lies the problem with the post-Endgame MCU. Instead of another fun entry in the Ant franchise, we got more table-setting.

I feel that. I didn't have a problem with any non-MODOK special effects, I definitely felt like this movie was a prologue.

I’m fairly annoyed at how little chemistry anyone had in this. Are Hope and Scott even a couple? I felt more love between Scott and Ruben Rabasa. And were we supposed to actually care about the denizens of the quantum realm? Other than lightbulb head I didn’t care about their part in the story at all.

I think D+ is fucking the movies. This movie spent too much time rehashing previously established concepts for me, and too little time doing that for my wife. So, I got bored, and she got lost.
