i watched that trailer again, and i think it's a combination of increased reliance on digital FX, and really bright lightning. Where's all the dark and shadows? Like even the night time scenes are totally visible and lots of stuff looks fake.

That second trailer isn't very good, but I get the impression that it is very misleading. I don't think the main villain is actually going to be Jonathan Groff doing a Hugo Weaving impression. The locations we see him doing that in are way too similar to the locations where Agent Smith did similar things in the first movies, plus Groff wasn't doing that voice in the first trailer. I bet he's a good guy and he's doing that to help Neo remember who he is. "I still know Kung Fu". He's not showing off, he's remembering
I was wondering the same and baffled. A movie made in 1999 (i.e., the original) almost looks more technologically advanced than this one if the trailers are anything to go by...
