They tried to set Pulaski up as Bones to Data's Spock. There were a few episodes were it worked.

That's actually interesting, now that I think about it: Data never had any great foil on the crew like Spock did with Bones because of Roddenberry's mandate that no one be hot-headed or adversarial.

The character wasn't anywhere as good as Bones but I think that was the intention...and yes she was really mean to Data.
