Short answer is no.
Blade Runner 2049 is the rare sequel that stands on its own feet and at the same time retroactively improves upon the original. There is some emotional resonance you won't have if you haven't seen Blade Runner (obviously, because you don't know some of the characters and small references) but BR2049 is valuable and impactful on its own.
You should give it a chance. A central theme is the treatment of Native American women.
It's on my list for sure. But it never came to The Alamo Drafthouse which is pretty much the only place I go anymore to see movies in NYC. But I really want to see it. The trailers had me really interested.

I watched King Arthur last night after my Blade Runner download turned out to be dubbed in Russian. Very much Guy Ritche does King Arthur. It was stylish and fun enough, but hardly something worth during into a cinematic universe. On the plus side, they didn't stuff it full of presumptuous setups either
