It's inconsistent, and Ed sounds a bit tired. But it's the last PJ album with lots of brilliant songs. It has some outstanding lyrics as well.
I disagree with your first two points. But I agree with your last two. Riot Act is my second favorite PJ album and I think it's actually more consistent than Vitalogy (which I have at #1). Vitalogy just has some all time classic songs on it. Riot Act lacks that. It's consistent and it's cohesive as fuck, but it lacks that stand alone monster track.

nothing on it blows me away
I strongly believe that it has a unique quality, in that gets better when you listen to it, sort of the opposite of the pramg albums. That goes for both the lyrics and the music. Which are your top three Riot Act songs?

ghost, save you, thumbing my way
Nice. I'm not a big fan of Ghost, but love the other two.
How about All Or None?
It's a hopeless... situation And I'm starting to believe That this hopeless... situation Is what I'm trying to achieve
Here's the selfless confession Leading me back to war Can we help that,.. our destinations Are the ones we've been before
To myself I... surrender To the one I'll never please

Get Right and Help, Help are among my least favorite PJ songs, Ghost and Bushleaguer are so so. I like Cropduster and Green Disease, although they are not PJ standouts. Arc Is great, but it is what it is. Still leaves a solid bunch of songs I love.
Surprised you don't think Ed had some weak moments. It's all in the ears of the receiver I guess.
Difficult to rank the albums, but No Code is number one.

Help Help is wonderful and Cropduster is definitely a PJ standout.
