I don't know what it is called because I don't play the guitar, but I always hate it when they do that extra little strum of the string that doesn't produce a note but just the sound of hitting the string. I know I sound like a dumbass describing it, but that is the best I've got.
You described it beautifully, Ruddo.
It's just called a muted strum.
The muted strum isn't terrible in of itself. It's a tool like any other; good when used appropriately.

Does Adrianne Lenker do this (indie girl voice, not the muted strum)?
I just looked her up and this is the first video I clicked on, and I have to say, unfortunately, yes she does the Indie Girl Voice, but somehow it doesn't seem as egregious as most others. Probably because it seems more genuine and suits the music and mood of the song very well.

It is a very funny thing to hate
I love a nice muted strum.
It's like hating closed hi-hats or something. So specific

Oh don't get me started on closed hi-hats.
I like my hi-hats how I like my women - loose and sloppy.
