seems par for the course for Philly. That's in no way meant to be a dig. Just similar to MA: Provincial place with a lot of set-in-their-ways people who aren't apt to start exercising, eating healthy, kicking drugs, etc. They're less motivated to change because they're surrounded by the same people they've always known, and their quality of life is reinforced as being A-ok by virtue of nobody saying otherwise. Then you through pandemic/economic stress on top of it...
Anyway, maybe I'm projecting, but your block sounds like any number of blocks where I grew up.
It's a little bit of both. We live right on the border of "WFH allowed me to spend more time with my kids!" Philly and "I survived white flight and all I got was this lousy property tax increase" Philly. So on the one hand, the neighbor who got assaulted seems to have been the victim of a relatively random hate crime at a popular bar, the heart attack neighbor was deep in his 70s--these things happen, unfortunately. But certainly the smoking and drug use are symptoms of--I wouldn't call it a provincial mentality so much as one engendered by poverty. It sucks though--the smoker and the heart attack guy were the first ones to welcome us to the block.

One of my co-workers has COVID so we have a sub for this week. He's a guy we've never worked with before. But I'm 100% sure it's Jorge in chud make-up.
