Those appear to be rifles, and other than small bore/ air rifles, rifle teams at the primary school level are largely unheard of.
However, even in California, there are some schools/clubs that have highschool shotgun skeet/trap teams.
Often, prizes for winning competitions are small college scholarships.

Police killed 1093 people in 2016 in the US. In 1st six months of 2017, police killed 492 people. I dunno Dime, I had a slightly different takeaway from Ferguson.
The cops both had armored cars and a very aggressive stance, and yet were wholly ineffective in protecting property.
We see a similar situation in recent protests where they have been entirely ineffectual in separating protesters and counter-protesters, which has resulted in head injuries and the like.
Are the police good at anything other than defending a straight line?
Is the extent of crowd control defending a line of barriers?
It seems pretty straight forward to me to mark those breaking the law by assault/ vandalism with dye in pepperballs or the like, and driving them back with rubber bullets. If there are a small group interrupting an otherwise peaceful demonstration, hit them hard with rubber bullets from a high vantage point.
The current tactics seem to give in to the hecklers veto in a predictable fashion.

Back to your point: a change in policy alone can't fix the current issue of cops being too quick to shoot. We have a ton of court precedence that allows a cop to kill someone for no good reason that needs to be overturned. I don't know how we get there, realistically.
That said, a good number of those folks that got killed by cops were out of their minds, wanted to die, or needed killing. Its unfortunate that we cannot trust the authorities to suss that out for us, and identify those that didn't want or need killing.

an idea...
instead of manufactuting 1,000,000 Ar-15s in the US every yearr why not manufactures 900,000? Pretty much everyone that want's an AR will still be able to get one, companies still profit and there won't be as many extras floating around....
thinking about foreign policyc....might be a bit less weaponry in the hands of whatever the current enemy of the day seems to be. Those humvess and howitzers in the hands of the enemy of the day...gets to a point where its so fucking obvious that in this perpetual war they are running out of enemies.
A country spending more on saving lives than taking them would be a sight to see.
