I don't know if it's accurate, but he's been described as a Hotep. Maybe if he was more clearly in the Black Hebrew Israelite camp they would have paid more attention. Black Nationalists of that bent committed that New York shooting the other year, so that should be a designation of concern.

Hopefully his FBI handler didn't follow him to the target scene, which has been known to happen.
