Can someone explain to me the effective difference between Iceland's President and PM? Wiki just says this:

Well, as long as the IRS gets its cut, they dont seem to care. The funny thing is there isnt much reciprocity when it comes to foreign account information. Its not clear if the resulting competitive advantage for US banks is intended, but it seems to be the result.
