The Fed had largely reined in inflation by 1983. They raised interest rates dramatically under Volcker starting in '79. There was a double dip recession but they succeeding in getting inflation under control.

My understanding is that the change was an improvement, trying to make the housing component better reflect the actual cost of housing as opposed to the cost of buying a house.

Right, Volcker's interest rate hikes were massive, but the chart --- presented was confusing.
Apparently today's inflation has "peaked" so all's well!

Yesterday the market was up over 900 points, it’s biggest single day in two years. The said it was The Fed increasing the prime by half a percent. Today the market is down 1200 points and they’re saying it’s fallout over the rate increase?
