Seems that the shooter got off largely due to the incompetence of the supervisor on the scene. There were conflicting commands that the poor decedent tried his best to comply with.
The scary thing is that absent the shooter's medical retirement, he'd probably be a cop in a neighboring jurisdiction today.

Ostensibly they were concerned that there was an armed individual still in the room. Therefore, they did not want to approach the window/ threshold in order to handcuff him. Weaksauce claim of course.
In other situations when they want a potentially armed suspect to come to the officers to get cuffed, they order them to stand with their arms up and walk backwards towards the officer. Seems far safer for everyone involved than this crawling BS which necessitates the arms getting somewhat close to the waistline. Arms near waistline is an offense justifying death, apparently.

Now that you mention it, I can recall seeing this exact procedure performed many times when I used to regularly watch COPS back in the day.
