I'm guessing you probably think it's a good quote for a different reason than the guy who said it. ;)

However, that quote does completely forget about Lend-Lease and the pre-war preparation that started a good year or two in advance.

That's true, but it's a $700 million dollar website developed over two years under very few kamikaze attacks (until Cruz stepped in). But I can assure you if my employer's web projects were delivered like that neither us nor our COTRs would still be employed.
