Option 1, most likely.
A no-fly zone would be interpreted as military involvement by Russia, so yeah, that's option one. It's kind of hair-splitting to suggest that that's fundamentally different from boots on the ground.

No one seems to believe that Russia will give up before occupying all or most of Ukraine. Also, no one wants option one. Also, no one seems to have a viable option two.

I think sanctions are a terrible idea and they don't work, but continuing to trade with a country that you are all but at war with seems rather silly, even if you're just giving weapons to their enemies in proxy wars. So I guess they are sort of a package deal.

They haven't worked on North Korea, or Cuba, or Iran, or Iraq, or Venezuela, but this time, this time they'll work.

Personally I'd suggest the the US government agree to erase all traces of NATO presence in countries bordering Russia. Maybe use it as a bargaining chip, only this time actually follow through on it.
The US couldn’t decide such a thing (although the US could leave NATO) and Ruddo is completely right, if Eastern Europe were to leave NATO, we would quickly have the possibility of a new iron curtain there.
Also, Norway is actually a neighbour of Russia as well.
To answer the original question, I absolutely condemn this vicious invasion by Russia into Ukraine, a free democratic nation, where thousands of innocent civilians are bombed to death, where there had been decades of peace.
It feels terrible that we are so weak, that we can not do more to stop it. I think the current NATO line is mostly correct, but we can do more.
I can’t support boots on the ground or a no-fly zone, as they mean potential all out war with Russia, which has the terrible risk of further escalation and ultimately nuclear war.
