If you want to make the bet that the electorate is going to have a rational, measured response to this crisis that filters through multiple causal vectors to assign blame on the Trump administration rather than, say, circling the wagons in a time of crisis and investing Trump with the aura of a smart businessman who can make the tough decisions and deliver on his promises (like the checks!), then by all fucking means, my Venmo is open.

It of course has nothing to do with the actual dollar amount and everything to do with the symbolic resonance of Trump being the one who tried to help but was constrained by the do-nothing Democrats. It's straight out of the Trump playbook of putting your name in gold on a bunch of shitty hotels so everyone thinks you're a billionaire mogul--and it uhh works.
