It’s mostly about moving closer to legalized marijuana, and the sweet tax revenue it will bring in.
In California's experience, legalization ends up with more illegal (often cartel run) grows. Tax rate has to be pretty low for it to go any other way.
Better than zero tax revenue, right guy?
And more illegal grows than before legalization? Care to share a citation for that one?
I'm too busy to look it up rn but by everything I've read CA has done a pretty horrible job with their legal marijuana policy and it's taxed too highly and so strictly regulated that it hasn't really decreased illegal marijuana production/purchases. Colorado has done a much better job and would seem to be the model to follow.

Wild that there might be more than one model to legalization.

The Biden team really does not want to actually forgive student debt. New lawsuit is based off of a failure to have a comment period per the Administrative Procedures Act.
