can someone briefly explain to me how Floridians could inherit Disney's debt? I'm familiar with stranded costs (future decommissioning/reclamation costs) around energy facilities and those getting passed on to the taxpayer, but don't see how this would play out in the current situation.

Disney paid themselves taxes for all the infrastructure work that normally a city/ county would do. For some reason these taxes are in excess of what can normally be assessed, and if the special district goes away, the county governments would have to maintain and build out needed infrastructure but with hundreds of millions less tax revenue.
The alternative to having a special district would be to condition development on Disney paying for infrastructure, but this can't be a retroactive requirement.
Does anyone have a clear explanation for why the bolded part is the case?
