Yeah good point man, this totally fits with the fact that Illinois was down to ~500 new cases a day in June but has been steadily increasing since September. Wonder what happened in September. I bet it was more futile human behavior.

People are incapable of staying at home or people are not being given the option to stay at home? I thought we were talking about human behavior in a "restrictive state."
