That's an incomplete clip. Are they talking about tracing? Because if you're a close contact, and you're sick, and you have no test showing otherwise, then for public health purposes, you have COVID.

If an unmasked, unvaccinated, close-contact to a contagious person is sick, they should absolutely be treated as a COVID case until further evidence presents itself.

It is just a clip, so I was wondering if anyone knows the full context. I'm sure our Canadian friends will clear this up when they get back to me.
