Us and Russia could have made something like this in the 60s but determined that it would destabilize the arms race. MAD worked because either party would have enough time to launch a counter attack.
We had a related program that we cancelled for similar reasons despite technical feasibility. This was a nuclear powered cruise missile that could just orbit the pacific for months on end until we directed it to attack a target. Russia is currently trying to revive this concept.

China already has an insane stated policy that any conventional attack on China will be met with a nuclear strike, so...
(Also they recently expanded their ICBM force, and are getting closer to parity with US and Russia on number of missiles)
