What's the point of Commerce collecting the data if it doesn't effect federal resource allocations?

As I said prior, I have no problem with the collection of the data on its own merit. It’s the kids in cages thing that I’m not comfortable with, and this particular application of the data is closely related to that

I’ll even go a step further and say that if a moderate Republican held the White House, and proposed a policy to collect this data for economic imperatives, I would fully support that

So what's the motivation behind this data gathering now? I understood it with the census because it was a way to under-count the immigrant population and better serve conservative interests regarding redistricting. But what does it do if gathered by other means?
