They can't possibly be that dumb...not after the way he's been oh so happy to trash them throughout this month.
Eighteen of the states that will lose funding as a result of this bill have Republican senators. Only one can vote against it, if it's going to pass.

The "market chaos" is in reference to the fact that cost sharing reduction subsidies, crucial to keeping premiums contained under the ACA, were protected by the (just killed) bipartisan bill but are left completely exposed to Trump cuts now, no matter what happens in congress.
