My suspicion is that after all the newtown misinformation the local media is showing slightly more restraint with this story and running with anecdotal stuff.
I assumed it was due to limited resources. I've been watching Channel 7 and the only time they talked about JFK was when the BPD guy mentioned it.

There was confusion because of the electrical fire this morning. When word of the explosion there came down a lot of people thought it was just confusion with the fire.
All the local media outlets are out in full force today anyway, they have the resources.
There are always sniffer dogs at the start of the race. The thing is, it becomes near impossible to have dogs sniffing around during the race due to the crowds. They're speculating that these bombs were small, carried in backpacks, and dropped casually in trash bins during the race. There are lots of cameras in that area too.
