The lockdown is a withdrawal of individual liberty, so the statue is not crying in the context of it being one the first things that early 20th century immigrants saw in America, but instead in the context that we have abridged the liberty those people were seeking.

like after 9-11 when we not only infringed on individual liberties, but also profiled people based on their race and national origin to do so?
