No idea about this technology. If it exists, it isn't being used here. At least, not to such an extant that the local news would promote it for viewers.

The system right now is:

Call the coast guard. Wait on your roof. Mark yourself SOS with a white flag or towel. It's a slow and tedious process, but the vibe all day yesterday and today is that it is working.

As the storms move east towards the TX/LA border my parents and grandparents are now evacuating. They live near Pine Island Bayou which had a catastrophic flood 20 years ago. This will be the same.
