All Or None is a good song, but I Am Mine is a Riot Act powerhouse. It was even the main single.
This means nothing. Especially for PJ.
Let's see: Alive, Go, Spin the Black Circle/Tremor Christ, Who You Are, Given To Fly, Nothing As It Seems, I Am Mine, World Wide Suicide, The Fixer, Mind Your Manners

Not a bad list at all.
Really only two or three of those have any argument for being the best song on their respective albums. And I personally wouldn’t choose a single one of them as top 3 (except maybe NAIS and GtF).
I would say Go, Tremor Christ, and The Fixer are the best songs on their respective albums.
If we are talking in the top 2-3 songs on the album, then Alive, Go, Tremor Christ, GTF and NAIS are all slam dunks. I think the same can be said for I Am Mine. Who You Are is good, but was still a bit of a weird choice. Hail Hail was the second single, and is certainly a top 2-3 song on No Code. The newer albums are more difficult, but those three; WWS, The Fixer, and Mind Your Manners are at the very least the most recognizable songs on their albums.
