Would it? I've seen several two or three year college players be busts as well.
Fultz and Ball would probably drop to more acceptable draft positions with a bigger sample size of college play. A GM probably can't convince themselves a jumper will come after 3 years of laying bricks in college.

My point is if he still had an inconsistent jumper as a junior a GM would be less likely to draft him at 1 based on some cool dunks he had in high school.

One could argue fit and a team's culture is equally important when determining a lottery pick's chances for success.
