The NBA instituting a 3 year out of high school rule would probably help their product.
Not really.
It would prevent more busts at the top of the draft.
Would it? I've seen several two or three year college players be busts as well.
Fultz and Ball would probably drop to more acceptable draft positions with a bigger sample size of college play. A GM probably can't convince themselves a jumper will come after 3 years of laying bricks in college.

Fultz was a pretty good shooter last year.
And this year he is literally unplayable. Thanks for making my point.

You think he would have revamped his jump shot in college? Doubtful. Way too much supervision by coaches throughout the year.

My point is if he still had an inconsistent jumper as a junior a GM would be less likely to draft him at 1 based on some cool dunks he had in high school.

Probably, but I don't think draft position really influences development.

Who cares about the player, missing on a top pick sets back teams years.

One could argue fit and a team's culture is equally important when determining a lottery pick's chances for success.

If you are offering last year's draft class as an example, you have to look at Tatum, 19, and his all star level play. He deserves to be in the NBA and the NBA needs young guys like him.
And I agree that fit and a team's culture play a huge role in a lottery pick's chances for success; young players are so influenced by older vets behavior, shitty coaching, etc.

Another fight in the NBA tonight. Arron Afflalo threw a gig right hook at Nemanja Bjelica in the Magic/Wolves game. Both were ejected, and Afflalo is looking at a big fine and suspension.
