if they want to meaningfully shorten games, they need to employ a split-screen between live action and commercials. the amount of commercials where the games are stopped, combined with the increase in breaks, has had more of an effect on the length of games since all games started to be televised than anything.

Yeah, that wouldn't change anything in baseball. Breaks between innings would still be the same.

it’s necessarily just between innings (which you could shorten). more importantly, you could shorten the breaks for pitching changes (after the pitcher has already thrown 25 pitches in the pen, he doesn’t need another 10-15 pitches).
