I think the biggest factor (in his mind) is a team that's ready to win now. That's the one non-negotiable. Without major moves I don't see Houston or the Giants being contenders. PITT is interesting.... but is PITT interested?
I think Indy is ready to win now, and they can.

Is Aaron Rodgers afraid of facing Dak Prescott twice a year? Can't imagine that's his thought process. He doesn't go to Washington or New York because he's 38 and they both suck ass. He wants to win again before he retires--that has to be the top objective. Ergo, if he leaves he's going to join a team like the Colts who have a ton of big pieces in place (esp WR targets) and just need that Peyton Manning style FA acquisition to put them over the top. So yes on Indy, Denver, New Orleans, Minnesota; no on Carolina, Houston, NFC East, or Miami.

I mean the obvious parallel is Brady joining the Bucs, who were not a playoff team, but who had two Pro-Bowl WRs in Evans and Godwin and a defense that was already top-5 against the run in its first year under a new coach.

In theory Pittsburgh could work but Rodgers is such an ego lunatic I don't think he wants to be in Big Ben's shadow. He wants to be the redeemer, not the replacement. Indy and Denver make a ton of sense to me.

Oh for sure. Indy is a real option. He'd probably want an upgrade at WR. Though, I think Pittman has breakout star potential with the right QB.

I don't really have a dog in the fight. I'm sick of Brady but I know several Tampa fans. And I like most of them. Plus I used to live there. So I'll be rooting for the Bucs.
