I don't know why Filoni felt he had to give an answer to that question anyhow. If Rex was at the Battle of Endor, why not let fans theorize whether it was him or not.
I'm looking at Nick Sant's Wookiepedia page, and the whole thing is about how much this guy looks like Rex and almost nothing else. Who even made up the name Nick Sant?
Two things at play. The first is the one Filoni has addressed straight up, which is that he felt booting and retconning (basically erasing) an existing character that was established before he ever joined Star Wars wasn't right. The second issue, which I don't know if Filoni has ever talked about head-on, is the pushback regarding the actor who plays Nik Sant being Caucasian. So, if they decided to make that character Rex, that's some pretty blatant and unnecessary white washing.

Is the character of Rex considered something other than Caucasian?

But his face was never shown. I think the point being that since Temura took over the role as the “original” clone, they can’t just then say a certain clone was white when the original in SW canon wasn’t
