It is what it is. Ed can't reach those notes like he used to. It's ok. We have plenty of bootlegs over the past several years to hear him at his best. The Unplugged Show. The '95 shows. The late night TV appearances. He even sounded good to my ears during the 2006 AOL session for Avocado.
Really, the only downside to downtuning is counting on these last few years of boots to blow your doors off. Yes, it sounds funny, but I've been in the audience and it's not that bad live.

are there any examples of other bands having to down tune so much material later in the singer's career?
I'd say it's pretty common, especially among older singers (rock singers in particular).
Not even always older; Nirvana tuned everything down to help Kurt's voice barely months after Nevermind came out.
Pearl Jam have been doing this regularly with newer material since 2007, it's just now they've widened the scope to lots (but not all) of the older songs too.
