I’d guess it’s an Ed (voice preservation) or Matt (post-Taylor Hawkins) decision, but I’m curious why they obviously planned to play a much longer show and then cut it back.

The show was a bit longer than recent ones (around 2h15mn) but the band took the stage at 9:35pm, when they were scheduled for 9:15pm. Idles played the opening set from 8pm to 8:45pm.
Vedder talked a lot, I am not surprised that many songs were crossed off from the encore: without the speeches there could have been 2 or 3 more songs, but with Roskilde and the recent shooting in Copenhague (2 days before in the shopping center next to the venue), there was a lot of emotion. Lights were turned out before LBC, the venue was only lit by the cellphones by the audience, it might sound cheesy but it was very touching. Unfortunately, LBC was a mess, with forgotten words and chords for the first verse... But overall I really enjoyed the show, I had not heard RitFW for so long, it was a blast with the lights on and people dancing and cheering.
